Network Rail
Network
Rail has implemented a new systemised model to predict risk at all
types of level crossings in the UK. Strategic Thought, an IBM Premier
Business Partner, worked as part of a virtual team to deliver the All
Level Crossing Risk Model (ALCRM) within budget and time.
Network Rail took over the railway network in October 2002 and now runs, maintains and develops Britain´s tracks, signalling system, rail bridges, tunnels, viaducts and 17 key stations. In addition Network Rail is responsible for the 7,600 level crossings on both public and private land that cut across the UK railway network.
Prior to the new ALCRM system there was a model that predicted the risk at protected public road level crossings. However, there are a total of 12 different types of level crossing and Network Rail wanted a single central systemized model to predict risk at all types of level crossings to allow data analysis and review. Resources could then be allocated to those crossings where it would make the most difference based on the level of risk involved.
ALCRM is an entirely web based system and was deployed on IBM WebSphere Application Server v6.0 running on a Unix platform and Oracle 9.2.0.4
The overall project budget was £730,000 and the ALCRM team consisted of Strategic Thought, Arthur D Little (the organisation that wrote the original algorithms and functional specification for the model), Network Rail´s Information Management team and the business managers/end users. Strategic Thought worked as part of the virtual team. Its technical input and ability to codify a detailed and sophisticated functional specification into the software and responsive attitude to change contributed to the project being delivered on time and within budget.
A support contract is now in place with Strategic Thought and regular meetings of the virtual team will continue to take place in the near future.
